problem with dbca, while creating new db.

I have installed oracle 9i on linux 7.1.
my ORACLE_SID is set to correct existing db name.
and i started oracle.
Then when i start dbca, while creating new db, it says
ORACLE not available.
Why do i get this starnge error? i have already started ORACLE
from other shell, and ORACLE_SID is pointing to existing db.
The new db which i want to create has length of 7 chars, is that
the problem?
