Http server of Oracle 8.1.7

Hi
I see that Oracle 8.1.7 brings a http server with it. I would like to use it to build small web applications, using pl/sql or PSP. Can I do that without any other software, ot that http server is supposed to be only used internally by Oracle, and I have to buy 9iAS?
Another point: to such web applications be accessed from web, I have to "open" the database - and the machine where it runs - to the internet (at least, the port 80). Is this a security problem?
