SGI Irix esql/c makefile

I am new to oracle and am trying to compile. The instructions tell me to use include $(ORACLE_HOME)/precomp/lib/env_precomp.mk

but when I run the make I get
'../oracle/product/8.1.7/lib/libclntsh.so' is up to date.

Do you have any suggestions
