Oracle Newbie Question

Hello everyone!
I have a newbie question: Is it possible to install Oracle 8i EE and Oracle Developer, Designer, Repository on one Win2k box?

Do I need a client Pc?
Or do I simply set a entry in the TNSNAMES.ORA for each DB ? E.g:

Designer DB => des6
< Oracle DB > => < ... >

Second question:
