As said, you'll need a 7.3 client and make sure the 7.3 client can access the 8i database. Then it's just
exp (or exp73 for NT) username/password_at_service as usual.
The use imp73|imp to import in the 7.3 database.

Your attempt to export from Oracle 8i into Oracle 8 is *exactly* the same issue. Your exp from 8.0 has to create the .dmp or it simply won't work
