ORA-00604, ORA-00018, and an aiowait error

Hello,
I am running Oracle 8.1.7 on an Sun solaris 8 box.
All of the sudden I am getting:
ORA-00604: error occurred at recursive SQL level 1
ORA-00018: maximum number of sessions exceeded
and later
WARNING: aiowait timed out 1 times
in the alert log. I am showing a sessions highwater mark of 57. So I
increased the license_max_sessions 110 license_sessions_warning 100
restarted the database and am still getting the error messages. Any ideas?
