just ran into an example of this yesterday.
The problem here was that host= in tnsnames.ora was set to localhost,
resolving to 127.0.0.1 and host= in listener.ora was set to a
hardcoded IP differing from 127.0.0.1
Your problem may be similar. The message is saying the host in
tnsnames.ora isn't running a listener.
