Hi Geoffrey

It look like that you are working in Oracle 9i and try to use the alter system quiesce comand. here is the message

25500, 00000, "database is not open"

// *Cause:   Database must be open to perform ALTER SYSTEM QUIESCE RESTRICTED
//           command.
// *Action:  Open the database and retry this command.
