who is doing the data entry of the info? why are they rejected by the bank? there are many reasons to reject such transactions. what you are asking here is, "I have a homegrown program that doesn't work, can someone debug it for me?" if you want a program that works, there are plenty of commercial, off-the-shelf packages and services that do exactly what you need to do and much, much more (or less).
