Help on installing Oracle Designer

Hi there,

I am currently trying to install Oracle designer here.. I've already setup the client software on my PC and also created the repository on the database.. The thing is whenever i want to start to use the oracle designer, i need to create a new application system before i can start doing anything. When i try to do so, it gives out an error message saying that

ORA 01403 - No data found

More on the error..RME-00011: Operation 'INS' on ci_application_systems has failed
RME-02124: Failed to execute SQL statement: begin

Anybody can help me on this, here?
