Connecting Designer to Oracle

I've recently installed Designer 6i but cannot get it to connect to my installation of Personal Oracle 8i (ORA-01034: ORACLE not available, RME-00220: Failed to connect to Repository)
I'm pretty new to this, but I suspect it's something to do with Listeners / Tnsnames.
