Oracle 9i Lite - Install Problems

Hello,
When I try and install the above product, I receive the following message:
Oracle Universal Installer
The Java RunTime Environment was not found at bin\jrew.exe. Hence, the
Oracle Universal Installer cannot be run. Please visit
http://www.javasoft.com and install JRE version 1.1.7 or higher and try
again.
Which I have installed and I still receive the same message. ( file
jre-1_1_8_007-win-i.exe )
Any ideas ?
