Go into the WIN32 directory, edit the ORAPARAM.INI file and change the JRE_LOCATION and OUI_LOCATION values to:

JRE_LOCATION=../Components/oracle.swd.jre/1.1.7.30/1/DataFiles/Expanded/jre OUI_LOCATION=../Components/oracle.swd.oui/1.7.1.9.0/1/DataFiles/Expanded

and then run the SETUP.EXE file in that directory.
