Shooting in the dark.. maybe the networking is attempting to DNS resolves on the IP's to obtain the hostnames? With the hub no longer on the network, the DNS resolve will fail.. after taking a long time to time out. And as I recall, these calls are blocking ones. So it means that the complete process grinds to a halt while waiting for the DNS resolve to complete (and timeout).

BTW, if this setup works WITH the hub on the network and does not when hub is NOT on the network, it is very unlikely that Oracle or ODBC itself is to blame. Instead, all 5 fingers seem to point to a network config problem to me.
