Run os commands from a stored procedure?

Is it possible with Oracle 7.3.x to run a OS command from inside a stored procedure? Basically I want to homebrew an answer to SQL Server's xp_sendmail using a stored procedure that will create the message as a text file and then call perl to execute the SMTP transfer from the RDBMS's host OS (Solaris 8 in this case).
