For local database nothing ( database on your PC in the same ORACLE_HOME). If you want connect on database somewhere else you should make connect string
in a) $ORACLE_HOME\network\admin\tnsnames.ora or

b) $ORACLE_HOME\net80\admin\tnsnames.ora. You can use Sql Net easy configuration for a) or SOracle Net8 easy configuration for b).
