setting timezone at oracle database level

Is there anyway we can set up a timezone as a part of date format ,like time portion of the date ?
e.g.
set format='dd-mon-yyyy hhmiss' - here we are setting
hour,minutes,seconds
same way
set format='dd-mon-yyyy hhmiss timezone' - is it possible ?
