Well, not sure this solves the problem completely, but Sun has released JRE 1.1.8_006 which has Pentium 4 support. I copied the 1.1.8_006 JRE bin and lib directories into
Disk1\stage\Components\oracle.swd.jre\1.1.7.30\1\DataFiles\Expanded\jre\win3 2 - overwriting the existing contents. Then the OUI ran successfully.

I think a proper solution is to replace the entire 1.1.7.30 tree and change the appropriate .ini files in the installation disk, but that's a little more work than I want ot tackle right now.
