Not a good idea to compare system administration between different manufacturers. They don't consult with other and there are almost no standards in this area.
The command you want is: sam
It will take you to a list of all the parameters (including SHMMAX and SEMMNI) and a method to set them along with documentation for each parameter.
(there is a system file located in /stand but there arfe a lot more pieces of information you need on how to build a kernel. It is not a single step process)
