selecting rows with empty fields?

I'm trying to insert data from one table to another, but I want the
insert statement to skip all rows where a specific field is empty.
For example:
insert into TABLEA (COL_1, COL_2, COL_3)
select COL1, COL_2, COL_3
from TABLEB where COL_3 = NOT NULL;
