where to get OUI 8.1.7

I downlaoded Personail Edition 8i and I am trying to install it on a Win ME operating system. It doesn't work at all. The download used Oracle Installer Version (OUI) 1.7.0 . I was told that 1.7.1 isn't certified to work on ME. Is there somewhere wher I can get OUI 8.1.7.
