oracle Designer6i install error

Can some one help me. I'm new to Oracle. I'm trying to install Oracle Designer6i repository, the latest version, on a NT box. I setuped the DB according to chapter 2server-side install. When I started the install, during the CKPRIOVW stage, I get an error ora-00942: table or view does not exit. It is trying to create a view from a table called CK_INSTALLED_OBJECTS.
