PL/SQL beautifier, lint, parser

Our application uses PL/SQL extensively, and not everyone follows sound coding practices. Are there any tools, preferably free, which can:

Our application uses PL/SQL extensively, and not everyone follows sound coding practices. Are there any tools, preferably free, which can:
- Reformat PL/SQL with consistent use of indentation and other white space
- Check for dubious constructs (like lint does for C)
- Parse PL/SQL in a customized manner
Ideally I could use ANSI or UNIX C source code, possibly C++. I could also use a Windows-based solution, though I'd have to ship code back and forth from our Unix box.
Surely I'm not the only one who would find such tools useful.
