Can't find libraries libocic.a and libora.a

The developers on my current project need 2 libraries -- libocic.a and libora.a -- to compile an application that uses OCI calls against an ORACLE7 database. Using HP-UX 10.20 RDBMS 7.3.4. I cannot find these libraries in $ORACLE_HOME/lib, /usr/lib, etc. Any idea which CD installs these? Programmer 2000? The ORACLE7 server installation disk? do I need to make/merge them myself? Please help!!
