Win 98

I installed the Oracle-Client 7.3 and SQL-Plus on Win98. 32bit SQL*Net and SQL-Plus are working fine. But with 16bit i get no connection to the database. I'm using the same tnsnames.ora and sqlnet.ora as for 32bit.

What could be the reason for that?
