Hi Quingshan,
All the initialization parameters are stored in the INIT<sid>.ORA file. When <sid> stands for Oracle system ID. Under instance manager not all the parameters can be changed. Some of the parameteres requires the DB instance to be shutdown and brought up to come into effect. Both SYS and INTERNAL users should be able to change these parameters. Ensure that the users have SYSDBA authorization.
