How to change initialization parameters?

I tried to change Oracle initialization parameters using the Instance Manager, log in as both 'SYS' and 'SYSTEM'. When I clicked the 'Apply' button after change, it complains about insufficient previlege. What user should I use to do that? Is there a text file somewhere to configure those parameters?
