Link from oracle to SQL server?
mmm?
Sorry: Not evry clear for me.
What do you mean: Soemthing that when somebody updates in Oracle , it propagates to SQL?

If what you want is pass data from one place to another, you can use Visual Foxpro. It will allow to create something called 'remote views' You can open a view in oracle, another in MS sql, inside VFP, and give orders to
copy from one view to another. Then after update the view VFP will take care of sen the data to MS SQL (or Oracle, depending what you need) I supose you can do something like this with VBasic, Delphi or VisualDbase or some other tool
