OAS 4 doesn't install SQLNet--how create DAD?

Anyone know how to get OAS 4 to find a database?
I've installed Oracle Application Server 4.0.7 on my Oracle 8.0.4 database
server. I had to use separate homes, because the install routine demanded
it, contrary to the OAS documentation. That documentation also says OAS
will install SQLNet automatically, but that did not occur. I had to use a
Developer/2000 CD to get SQLNet onto the server. After configuring it, I
know it's working because SQL*Plus 3 finds the database. But OAS still does
not recognize the SQLNet connection to the database, however. When I try to
create a DAD, I get a "TNS name not found" error message for the same SQLNet
name that SQL*Plus 3 likes just fine. I'm guessing that because they're in
separate homes, SQL*Plus finds the SQLNet tnsnames.ora file, but OAS does
not.
Anyone have any ideas how I can get OAS to recognize the database?
