Borland support for new features of Oracle 8

I understand that Borland C++ Builder comes with
some interested new features specific for Oracle 8i

1) Is this the some stuff that is included with
Delphi4?
2) Does it works with Personal Oracle 8 (not the 'i'
version)
3) Does anybody use this already (Delphi4 or Borland C++
Builder 4)? if so, what do you think? Is easy to use?
