Order of rows in block with basetable

Hi there everybody,
I have a problem with Forms 4.5. I have a block with basetable, make an execute_query, delete some rows and then I want to insert new rows in a special order. When the new rows have to be inserted after the remaining rows, then there is no problem.

Has anybody an idea, what to do to insert rows before the remaining rows?
