Not sure exactly where the precise standards are, but from looking at them once they seem to be very long and detailed.

if you just need the syntax and brief idea of the command i would recommend the

SQL Instant Reference by SYBEX (martin Gruber) ISBN: 0-7821-1148-3 This is a small handy book covers most of the SQL 92 standard and gives a very good description of each term and the syntax used
