oracle data server comaprisons,

Sorry if this is off-topic for the group but, does anyone have any suggestions for which Oracle data server is best for certain numbers of users?

At the moment my belief is :
Oracle Lite : 1 user
Personal Oracle : up to a few 10s of users Oracle For Workgroups :up to a few 100 users Oracle Enterprise : thousands of users

am I correct in this? or are there more subtle points I need to consider?
