I think you might have two alteratives:
1) put your startup CMD files in the system registry and when the NT boot up, it runs the CMD file; or
2) I think you might be able to find the Oracle service in Control Panel\Service, and all you have to do is to mark these related Oracle services as startup automatically when NT boot up.

Although alternative 2 is more preferrable.
