I expect that 8MSWIN1250 is typing error because it should be EE8MSWIN1250.

The same parameters you have to update in table PROPS$ (owner is SYS).

- NLS_LANGUAGE=CROATIAN,
- NLS_TERRITORY=CROATIA,
- NLS_CHARACTERSET=EE8MSWIN1250.

Restart the database and enjoy.
