user_cons_columns & user_constraints

Hi:
I am working on a database that has primary and secondary keys on tables as is common. However, there is no info in the two tables user_cons_columns and user constraints. Nor in all_constraints for that matter that matches the keys.
Will my indexes work? What is the purpose of the above tables?
