There is probably something running that you need to stop before you do a shutdown.

Look in your alert log (in the directory specified in your config.ora). You may find that a process is holding your database open, so it can't shutdown (that is, you may see no shutdown message when there should be one). You may need to do a shutdown immediate or shutdown abort.

See what processes are running and kill them off. As a last resort, kill off the shutdown process if you need to.
