Oracle's ocopy utility is for copying the files during a hot-backup. When the tablespace is altered with "begin backup", the file is still in an open state from the os point of view. If you try to xcopy or copy the datafile you'll get an os error, file open. The ocopy allows the copying of the file. Legato's utility does the same thing, copies a file that is still open file from an OS point of view.

If you're using EBU, or just performing cold backups then you don't need to use the ocopy.
