There's no contest when it comes to PL/SQL. Get it straight from the PL/SQL guru - Steven Feuerstein. He has two books published by O'Reilly "Oracle PL/SQL" and "Advanced Oracle PL/SQL". I use both on a regular basis.

Also check out http://www.revealnet.com/ for PL/SQL hints/tips.
