First of all --- connect strings like t:127.0.0.1:ORCL are no loger OK. It was OK with SQL*Net 1 (supported to ORA 7.2). From ORA 7.3 we have had SQL*Net 2 and from ORA 8.0 SQL*Net 8 has appeared.

This error means, that in tnsnames.ora there's no valid entry used as connect string. I don't think, that it's a TCP/IP stack problem.
You can use SQL*Net Easy Config to enter proper information (alias, host, Oracle instance).
