Error with Designer 2000

I'm running Designer2000 with a DBA access acount. While using application like RON with Designer 2000, and trying to save them i obtain this error message:
RME 00223 : failed to open new activity
With more:
Internal API error : ORA 06508 PL/SQL program unit not found Thanks for any answer.
