7.3.2 Instance does not start after NT Server booted

I have 19 instances running on Windows NT 4.0 (service pack 3) under 7.3.2.2. Whenever the server is powered up after a power failure, 18 of the instances start up automatically, but the 19th doesn't, although the NT services display as started. As far as I can tell, all instances were created and configured exactly the same and are started using identical command lines in a batch file which runs successfully every night.
