Why not just go buy a copy of Oracle? Read the manual and put it together? That's what Oracle is for, there is no need to reinvent the wheel. Virtually any modern relational database will do what you want easily with good client and server software. I think before you "Catch the boat" you might want to test the water. A modern database program is NOT a trivial program. Once you setup a "shrink wrap" copy of one, you'll learn what all the pieces are. You'll be able to experiment with different configurations as well as learning what it takes to administer a client-server database. I think you need to learn to walk before you can run, especially if you have little training in relational database theory. They also have the "RAD" tools you desire (althought that removes you several steps from knowing whats really going on underneath).
