You do have the "bindprocessor" command, and you can bind a process to a particular CPU. You
can't bind to a set of CPU's.

Anyway, I doubt that will really achieve the results you want. "bindprocess" rarely has any real
need to be used. I would suggest modifying the scheduling priority of the processes that you think
are getting to much time, or increase the priority of the batch processes.

Just my opinion.
