Oracle startup question-Which package to purchase?

Hello,

I am fairly new to the Oracle world but am looking for some good advice as to which packages to possibly purchase. I work for a pharmaceutical co and we have a need to store and organize data generated by our analytical systems (mostly just text files). Ideally we would just buy a LIMS, but this way out of the budget.

I am fairly proficient with other packages (Paradox and Access) at the surface, but have never had a need to get into writing code. My question is, can you do the same thing with Oracle and Oracle development tools? I downloaded an evaluation copy of Personal Oracle 7 for NT, but this does not seem to have any development tools. What else would I need to purchase to give me an "access or paradox" type interface for designing a database?

For what we need to do now, Access would probably suffice, but since our analytical systems are on the HP-UX platform, the multi-user and security features of Oracle would be preferred.
