Well I'm no expert as SQL*Net usually manages to catch me out too ;-), but I suggest you try the following:   1 Issue lsnrctl status - to see what the listener thinks it is doing.   2 Have a look in the log (you'll find out where it is in the output from step 1)   3 Check your entries in listener.ora and tnsnames.ora - maybe post them here if you can't see anything wrong.     Not sure if case may be a problem.
One other piece of advice - I don't know if it is the same as in Unix, but Solaris for example uses a hidden file (.tnsnames.ora) in $ORACLE_HOME/network/admin if it finds it. Check you have no hidden files with the same names (perhaps one of the Oracle NT sages who frequent this room can help out on this one). If you still can't get it to work, suggest you post listener.ora and tnsnames.ora here - maybe someone will spot something.
