It has been my experience that once you allow access to a database from the WEB you will find more and more ways you wish to use it, putting up more and more pages. Embedding SQL in HTML documents proves troublesome as the number of data-linked documents grows.

An application strategy where an application environment generates pages linking dynamically to a database is a better way to go if you have any inclination that the project may grow to a size you may feel is unmanageable via static documents.
