Here's what I found. FTP over to archive.cis.ohio-state.edu to get any of the following:

GNU Emacs Lisp Code Directory Apropos -- "sql" "~/" refers to archive.cis.ohio-state.edu:/pub/gnu/emacs/elisp-archive/

sql-mode (2.0) 12-Feb-1994
	 Rob Riepel, <riepel_at_networking.stanford.edu>
	 ~/modes/sql-mode.el.Z
Mode for editing and testing SQL.
sqlplus (1.2) 27-Mar-1990
	 Jim Lange, <jlange_at_us.oracle.com>
	 ~/modes/sqlplus.tar.Z
	 SQL*PLUS mode.
sql 03-Nov-1989
	 Lynn Slater, <lrs_at_indetech.com>
	 ~/modes/sql.el.Z
	 SQL mode

**NOTE** I have not used any of the above.
