I have used OMO a little bit. I have found that it is more of a competitive product of Visual Basic than Director. It does handle databases (depends on your plug-ins and programming ability).
I use authorware and director for the most part, but my requirements sound very different then yours.
I have found that Best Web Pro by best seller does a fine job of organizing and converting a database for the web. (http://www.bestseller.com)
