A1) If you're maintaining a single site master and read-only copies, use native Oracle snapshots, which does not require the Replication Option. If the copies can be changed and the changes are to be reflected back to the master, you'll need the Replication Option.

A2) I don't quote prices.

A3) Either would work, but you'd need an Oracle-compatible gateway between the platforms, like Oracle's Transparent Gateway family of products.
